MANAGEMENT 

Washington Pond is a self-managed community. The Washington Pond Homeowners Association consists of 7 Board of Director members who are volunteers. Each member is elected to a 3 year term. 

Board meetings are on the 1st Monday of each month, rotating in alphabetical order from one Board member’s home to the next. All decisions in running the community are made by vote. Members of the community are welcome to attend the Board meetings by informing the Secretary of the Board of their desire to attend in advance of the meeting. Guests can participate in discussions but do not have voting rights.

The Board of Directors is responsible for creating a yearly budget with the assistance of the Budget Committee, as well as maintaining the budget throughout the year. The Board supervises and executes the maintenance of the pool, pond, tennis courts, roads, landscaping and snow removal, garbage disposal, as well as everything concerning the common areas.

There are various committees (comprised of Homeowner volunteers) that assist the Board. Homeowners are welcome to volunteer to serve on the various committees.

EXTERIOR  

The exterior of the unit is full responsibility of the homeowner. The Homeowner is responsible for maintaining the entire unit including but not limited to: windows, doors, roofs, gutters, heating and air conditioning units and backyard. Chimney cleaning, gutter cleaning, rear yard and planting are the sole responsibility of the homeowner.

No additions may be made to the buildings/units. Exterior siding, paint color, lights/door/window models are designated by the By-laws and must conform. Any repairs of the exterior must be approved by the Board.

FRONT YARD  

Front yards are maintained by landscapers. Homeowners may not add to or remove any plantings. The front yard have plantings that gives a uniform appearance. 

REAR YARD  

Homeowners have the responsibility for their individual rear yard including the deck, plantings, trees, bushes. Structures in the rear yard are permitted as long as they are not visible over the fence.

FLAGS/DECORATIONS  

The American Flag may be placed on a special flag holder for display. Flags are not permitted to be attached to a garage door or to the exterior of the building. No decoration of the unit is permitted except for a holiday decoration. During the holidays, please constrain yourself to the decoration of the front door and entrance.

INSURANCE  

The Association’s insurance is restricted to common areas such as the pool/roads/landscaping and fire. Each Homeowner is responsible for insurance for their individual unit. Consult with your private insurance company for further details.

PARKING  

Each household has 2 parking spaces. If Homeowners are in a townhouse, they have their garage and one open parking spot in the general parking area. If they are in the mews, they have two designated RESERVED spots close to their home. Street parking and parallel parking are NOT permitted. Guests may park in the pool parking lot or in the unmarked spaces on Pond Terrace, Court, or Drive. Parking in any one spot in the general parking for a period greater than 24 hours is prohibited. Parking of oversized vehicles overnight or for extended periods is not permitted.

CABLE TV/SATELLITE  

All units are wired for cable TV. Contact the cable provider, Optimum, for service and information.

Satellite dishes are permitted on the roof as long as they cannot be seen from the front of the house. For further information, contact a satellite TV company. They will inform you as to the availability of a satellite signal as some areas of the community do not receive a signal.

LIGHTING  

The Association provides and maintains lights in common areas. Each unit must have exterior lights. The board recommends that these stay lit overnight (or until at least 10 pm) to provide safe, secure uniform lighting within the community.

The approved exterior light is: Progress Lighting 5674-20 in Antique Bronze. It can be purchased at the Lighting Superstore on Rt. 17 N., Paramus or on internet. The approved rear exterior light for the mews units is RAB Lighting RAB-WP1F42 in Bronze (also available in LED, RAB-WP1LED30). Please check the MEMBER RESOURCES page for more references.  

Motion detector lights may also be installed.

WINDOWS/GUTTERS/FRONT DOORS  

All windows, gutters, front doors must conform. There are approved makes and models. If you plan to install new windows/doors please submit the ARC request form (available on the Downloads page) with a the sample to the Board for approval. Windows exterior, flashing/trim, and gutters approved color is dark brown/dark bronze.

Siding

The Homeowner is responsible for the repair and maintenance of their unit’s siding, which must conform. Cedar wood siding is used on all units, the paint color must be the approved exterior color (see below).

PAINT COLOR-EXTERIOR  

Units are to be repainted every 7 years. The timetable for the next painting will be scheduled. The approved paint color is a custom blend that can be purchased at at Benjamin Moore/Norton Paint on Rt. 17 N. Paramus. Request the formula for the Washington Pond Homeowners Association. The paint is Benjamin Moore ARBORCOAT Solid Deck & Siding Stain (0640).

The exterior entry door paint color is Benjamin Moore Country Redwood PM-16, also known as Benjamin Moore Country Redwood HC-183, in the Lustre/Eggshell finish.

ADDITIONS  

No additions are permitted to any exterior part of the unit.

GARAGE CONVERSIONS  

If a Homeowner converts their garage, the exterior door must remain, as it is necessary for conformity. Front of the garage must be kept neat & clean.

Roof

The Homeowner is responsible for the repair and maintenance of their own roof. The Board recommends a yearly roof inspection and maintenance.

FIRE/BURGLAR ALARMS  

Fire/burglar alarms are permitted. Homeowners should contact a company directly for information and installation.

HOUSE/GARAGE SALES  

House/garage sales are permitted. 

SECURITY 

For security reasons, please inform the Board If you are planning the repairs, garage sales and expect vendors vehicles on the promises.

CHILDREN PLAYING  

Young children should be supervised at play and are not permitted to play in the streets. The Association is not responsible for their safety. Appropriate play areas in the community are: individual rear yards, grassy areas as well as the playground.

PETS  

Pets are permitted. All pets must be supervised and the Homeowner must clean up after their pet.

GARBAGE/TRASH/RECYCLING  

Garbage, trash and recycling should be placed in the dumpsters in the corrals. NOTHING should be placed in the corral that does not fit in the dumpster. NOTHING should be placed in front of the individual Units. It is the Homeowners’ responsibility to purchase a Resident sticker at the Washington Township Municipal Building in order to dispose of larger items. The Homeowner can also call the Township to arrange a pick-up of larger items such as appliances. If you replace furniture, carpets, appliances, heating unit, sheet-rock, propane tanks, etc. under no circumstances the old stuff should be left at the dumpsters.

WATER  

Homeowners do not receive an individual water bill. Water is included in the monthly maintenance payment. Homeowners are requested to conserve water throughout their home.

SNOW REMOVAL  

Snow removal from roads and in front of each unit is included in the monthly maintenance payment. Our landscaping company will also sprinkle the salt and other melting solutions when necessary. Help yourself and your neighbors by keeping a supply of ice melting pellets handy to sprinkle on icy spots when needed.

When there is a heavy snow, the Board recommends to remove extra snow from your roof.

POOL

The pool is managed by a pool management company contracted through the Board, and by our community volunteers.

Before the pool opens for the season, Homeowners receive a schedule and a copy of the pool rules and regulations. Guests are invited but the Homeowner must be present with them at the pool.

All children under 16 must be supervised at all times within the pool area. Homeowners and their guests must comply with the pool rules and regulations.

POOL SEASON
From Memorial Day weekend through Labor Day.

Tennis

Tennis courts are for the use of Homeowners and their guests. Proper footwear is required. Players are requested to keep the courts clean. Lock the court when play is finished. Contact Sophia Raigo for individual keys. The security deposit for the key is $25.

The court area is to be used for tennis only. No pets, bicycles, skating, basketball or baseball is permitted at any time. The court surface must be protected. No children are permitted at the court without adults supervision.

SPEED LIMIT  

Please observe the posted speed limit throughout the community. There are children playing. Parents, be aware of drivers: children should not play on the roads.

POND  

The pond is a great part of the beauty of our neighborhood. The Association executes the maintenance of the pond. In order to keep its natural beauty for all to enjoy, keep in mind the following:  • No boats • No fishing • No skating • No bike riding • No litter • No feeding the ducks and geese.

RENTING  

Homeowners may rent their individual units for a long term only, and no more than 5 units can be rented at the same time. The homeowner must notify the Board of their intention to rent the property and confirm that the rental capacity limit is not reached, prior to proceeding with renting. Once the unit is rented, the name and telephone number of the tenant must be submitted in writing to the Board by the Homeowner. The Homeowner is responsible to supply a copy of the WPHA Rules and Regulations to their tenant.

SELLING  

No Real Estate/For Sale signs are permitted except those placed in a front window. The Homeowner is responsible to inform the Board of their intent to sell their unit. The Homeowner is also responsible to inform the Buyer of any assessment on the unit and must provide a copy of the WPHA By-Laws and Rules and Regulations to the new Homeowner.  The payment of maintenance, bills and/or assessments must be paid in full before the sale of the unit can proceed. The security deposit will be refunded after the unit is sold.
